The Power of the Sultan
You can buy the card for 7 of the indicated colour. Then you roll the die and mark the building on the card. When a new building of that colour is added to the building site, you can take it, even if it is not your turn.

The game rewards efficiency, as when a player purchases a building from the market for the exact amount of money, the player may take another turn. Players with the most buildings in each of the seven building types score in each of the scoring phases, and points are awarded for players' longest external "wall" section within their complex. The game ends when the building market can no longer be replenished from the building tile supply, and there is a final scoring, whereupon the player with the highest score wins. If you are one of the three lords then you must control a certain number of areas (the number depending on how many players are in the game). If you are Vetinari (having secretly returned to the city) then you must have minions placed in nine different areas. If you are Chrysophrase the troll then you must accumulate $50 in wealth, which includes the value of buildings on the board. If you are Dragon King of Arms then you want to cause enough trouble to lead the city to welcome back the rightful king. Finally, if you are Sam Vimes then you want to stop any other player winning by the time the deck of cards run out.
Each player has a set of minions to do their dirty work and some building pieces. Game play is simple, you play a card and do what it says on it. Cards represent characters and buildings from the books, with each one being designed carefully to reflect the nature of the original character/building. Thus, if you play CMOT Dibbler then you may make money or lose it, depending on the roll of the die. Detritus would let you sort out trouble in the city, while playing a wizard would lead to the drawing of a random event card. This being Ankh-Morpork there are no good random events, just gradations of bad. There are also many assasins to allow you remove other players? minions.
Trouble is central to the working of the game. When a minion is added to an area that already has one or more minions in it then a trouble marker is also placed there. Conversely, when a minion is removed from an area any trouble marker there is also removed. Trouble markers allow players to remove minions by the play of cards, they also stop you from building in the area.
Building in an area will give you an additional power, depending on the area you build in. A building in the Shades allows you to place an extra trouble marker each turn. A building in Small Gods will protect you from random events, as long as you have enough money to pay to your god!
The game ends either when a player achieves his or her special victory condition at the beginning of their turn, or when the deck of cards runs out. If at this point nobody wins due to being Vimes then points are calculated, based on wealth and the number of minions on the board.

Object of the Game
The object of the game is to get rid of all of your coloured tiles onto the game board. Each tile you place must always be positioned next to another tile (or pillar) of your colour. When placing your tiles you don’t just want to cover the most area, you'll want to block other players from doing so too. Any tiles left unplaced at the end of the game score points based on their size and the player with the lowest number of points wins the game. How to Play
Before starting you must each choose a tile colour and take all 18 tiles and 3 pillars of your colour. Place the appropriate background (based on number of players) into the bottom of the transparent board. Start off by each placing two pillars onto the board. You can then start taking in turns to place your tiles - using the pillars as a starting point to build around. There are only two rules for placement of tiles:
Rule 1: Tiles must either be placed next to a pillar or another piece of the same colour (side to side, not corner to corner).
Rule 2: In a 2 or 3 player game, players may not place tiles covering any part of the darker outer area (placement of tiles on the darker centre section is allowed). Your 3rd pillar can be placed on any turn and can be very useful later in the game should other players block you in. Play finishes when nobody can play any more pieces on the board. At this point add up the number of dots on each player’s remaining tiles to establish scores; the lowest points total wins that game. Play as many games as there are players and the person with the lowest overall score is the winner.

Some Evolutions are temporary, allowing a one-time bonus, while others are Permanent, such as Gigazaur's "Tail Sweep", which allows him to change one die to a 1 or 2 each turn. Each Evolution card also identifies whether a monster is a Mutant, Invader or Robot, and while not relevant for Power Up!, this species identification could come into play in future expansions.
The rules for King of Tokyo: Power Up! contain a few variants: Players start with a random Evolution in play, or draw two cards and choose the one they want, or draft a set of Evolutions prior to the start of play. However you play, the goal of the game remains the same: Score 20 points or be the last monster standing amid the rubble of what was once Tokyo.

A suspect is visible only if the investigator can see that suspect in the streets in front of him. Suspects hidden by buildings are invisible.
At the end of each turn, the player in the role of Jack must say if the guilty character is visible or not. If that character isn't visible, Jack earns an hourglass.
If the Jack player can earn 6 hourglasses, that player wins the game (knowing that hourglasses are earned by remaining invisible and by drawing suspect' cards). The inspector wins if there's only a single suspect left at the end of a turn.
